The other thing I'll say is, anyone who's played this game for any length of time feels your pain. One of the ways you overcome the RNG later in the campaign is with all the different skills you aquire, and if you're trying to fight it out with corporals a few months in, you end up at the mercy of increasly difficult troops who have naturally better odds with the RNG, while you have low level soldiers with bad aim and no skills, you know? One of the things to try and figure out is when to give up a campaign and when to try and salvage it. The other thing that's helpful to remember is that if you have a few bad missions, and lose a bunch of your best soldiers, the missions will snowball into unwinnable difficulty as the force levels rises past your troops. You can catch a bad string of rolls, but ultimately if the circumstances you describe are true, you will start hitting again. In fact, half the mod scene here is dedicated to making this game harder. Just FYI, the reason people 'blame' you is that most people aren't having this problem. Try the suggested fair RNG mod, and you can also readily figure out how to tweak the ini yourself.
